SECTION 61Z: THE TOWN AND COUNTRY PLANNING ACT 1990
PART 1A: TOWN AND COUNTRY PLANNING (DEVELOPMENT MANAGEMENT PROCEDURE)(WALES)(AMENDMENT) ORDER 2016
PROPOSED DEVELOPMENT BY CDS (SUPERSTORES INTERNATIONAL) LTD:
THE RANGE STORE PROPOSED AT UNITS 2 AND 3A, LAKESIDE RETAIL PARK, NANTYGLO, BRYNMAWR, NP23 4SL
    PRE-APPLICATION COMMUNITY CONSULTATION

    1. Introduction

CDS (Superstores International) Ltd trading as ‘The Range’ is proposing to submit a full planning application to Blaenau Gwent County Borough Council for permission to construct a 1,450 sq.m. gross mezzanine floor within Units 2 and 3A on the Lakeside Retail Park in Brynmawr. The mezzanine floor is required in order to enable beneficial occupation of the two units by The Range.

    2. The proposed development

Planning permission No. C/2004/0050 granted on 21st June 2004 permitted the construction of the retail park for food and non-food retail units. Condition 15 prevents the installation of mezzanine floors:

Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) Order 1995, no retail mezzanine floors shall be inserted into the buildings hereby approved.

Units 2 and 3A lie within the terrace of units along the western portion of the site. There are seven units in the terrace as summarised in Table A.

Table A: Units within the retail park

While Unit 2 is occupied by Home Bargains the latter are relocating shortly to a new store to the north. Unit 3A was formerly occupied by Peacocks and is currently vacant. Units 2 and 3A therefore have a gross internal floor area of 1,441 sq.m. The two units will be combined to provide a single retail outlet into which the mezzanine floor will be constructed.

The proposal is summarised in Table B:

Thus, the total gross floor area within the combined Units 2 and 3A will be 2,866 sq.m.

The draft application form and plans can be viewed on this website including a Planning and Retail Statement.

The proposal will enable beneficial occupation of The Range and will create 63 full and part- time employment opportunities.

The Applicant has a policy of recruiting locally within the communities which will be served by the store and employment opportunities will be available with flexible working hours and in a range of positions.

The premises are already connected to the main water and foul drainage systems and there is no change to the existing car parking and servicing arrangements.
