When filling, it is recommended to fill only 2/3 of the bag, allowing the sand to conform to the area being protected. Sandbags act as a barrier, diverting water around structures and preventing overtopping of streams with levees. While not providing a water-tight seal, properly filled and placed sandbags are satisfactory for most flood situations. For added protection, use baffle boards or plastic tarps in conjunction with sandbags.
